Would create a series of marine protected areas within Oregon's coastal waters extending 3 miles out to sea. Meant to address decline groundfish stocks by creating protected areas where fish populations are allowed to rebound. 2004 was the first time sport groundfishing was restricted in Oregon due to declining numbers.
